Footage of Paul (possibly with his mother) age 12/13?

The first time I paused it and it looked a lot like him. Did it 2 more times and didn't look as much like him, but you never know!

It could be, it could not be. Some newspaper asked Mike McCartney about it. He confirmed that they did used to travel on that tram line but couldn't say for certain whether it was Paul and Mary because it was so brief. He said it would be wonderful to have film of their mother, though.

I agree. Since no one knows for sure, we can't ever say it's him and his mum. The lady in question does look quite a bit like his mum, but I didn't think the boy was Paul at all... looks like a completely different person. I don't think anyone's name should be attached to film footage unless they're positively identified first. I work with an organization that does puppet shows for children. While doing research for an upcoming Punch and Judy show, I came across a video on YouTube of a Punch and Judy show on the streets of Liverpool in 1950. There were numerous little boys among the children on the video watching the show, and I loved the thought that perhaps 8 year old Paul and his little brother Mike or perhaps George or even John or Ringo could have been there among the children... but since the children were filmed from the back, there's no way we could ever know for sure, so I'd never in a million years want to say they were there. According to census reports online, the population of Liverpool was around 780,000 in 1951, so that would mean the odds of positively identifying candid footage of 4 Beatle boys (out of about 100,000 or so Liverpool school age boys there at the same time) would be difficult. (Source for 1951 Census info is at http://liverpolitan.im/main/population.htm ) I think collectors would have more luck with home movies... made by family, friends, neighbors or business associates of the Beatles parents when the boys were growing up... where people could be easily identified.
