Not that new. Here's a website post from January discussing it and other tracks on a bootleg rarities collection. Alas, the text seems to have been written in another language and run through Google Translator, so it's nearly incomprehensible: http://www.giginjapan.com/paul-mccartney-2studio-rarities/

Wow, great song. At first I thought it sounded like an outtake from the Russian album, but very interesting that it's from the London Town era.

          Paul concerts:

          Hannover 2003
          Copenhagen 2003
          Horsens 2004
          Stockholm 2011
          Roskilde Festival 2015
          Herning 2016

I really like the song... reminds me so much of an Elvis-type tune. Guitar and all. But I'd be massively surprised if it was from 1979, thinking more 20-25 years later..... only cos the rip of the vocals he'd have in '79 was so much more powerful, even in its sedate state. The voice just doesn't sound 79 to me. Thinking more a lot later. But happy to be proven wrong.

A Run Devil Run outtake maybe? Is this a cover of a song? I couldn't find who did the original so wondering if it's a McCartney composition.

Supposedly it dates from a RAK session on 22nd June 1979 which places it just after the start of the McCartney II sessions and a few weeks before the main bulk of the album was recorded in Scotland. Had it been 22nd June 1978 then it would have been recorded in Scotland during the first group of sessions for Back To The Egg.

Wembley Empire Pool, London  (Wings) 21st October 1976.

'Take It Away' video shoot Elstree studios, London 23rd June 1982.

'Give My Regards To Broad Street' film premier, London 29th November 1984.

Docklands Arena rehearsal concert, London 5th February 1993.

Run Devil Run launch party, Equinox Club, London 30th September 1999.

                    O2 Arena, London 22nd December 2009.

                    O2 Arena, London 5th December 2011.

Great song. It does not sound like the 1979 sessions to me having heard a lot of the wings rehearsals from 1979 this sounds more polished. It's clearly been rehearsed a lot.the lead guitar does not seem to be Denny Laines style. Though it could be Laurence Juber. The rhythm guitar is definitely Paul playing, can't recognise the drummer it reminded me of ringo though. No bass guitar either maybe Paul overdubbed onto the track at a later stage. Can't hear any trace of Linda there are no keyboards and can't hear her on vocals. It sounds like a Chobba B USSR out take.

It sounds like a tribute song to Elvis a-la "Name and Address" so 1979 sounds right. Honestly, the song does nothing for me. Uninspired melody and guitar work by Juber.
