In general that's what it means. Singing songs together connects people and bring the world together.

What Paul talked about was his relationship to John Lennon. So I guess it means, no matter what issues they both had about different topics, at the end they both came together again to write and sing new songs.

I guess it's because it happened very often, so that Paul said "It could happen any particular time".
No matter what else, at "any particular time" they still will be back together and singing songs.
I doubt that there is a meaning in every single word, the lyrics just fit well in the tune and in the song. Analogously you get what Paul means.
