Italian fans are very angry!

Ticketmaster in France and Spain seem to be issuing real refunds without problems.
The promoter and the ticket seller in Italy are taking advantage of the Decree that allows refunds through vouchers. Have any other countries allowed that possibility?
Yes, Germany also passed a similar law. It only passed in May but concerns all tickets bought before March 8. If you don't use the voucher until the end of next year you can ask for your money back. But if the organizer has gone bankrupt you're out of luck. There doesn't seem to be much outrage about it so far, though, as far as I know.
I bought two tickets for the concert in Hannover but don't live there so a voucher for a local organizer is of no use to me - even if there actually were any events. It's unclear at the moment whether it'll be a voucher or money back so there's hope, yet.

Just received an e-mail from Ticketone.it with my voucher attached good through 30/11/2021! Useless piece of crap!
Is it possible to get your money back if you don't use the voucher by that date? That's the case in Germany and probably how they got around EU law.

Not at the moment. It is just a non-refundable voucher for now. But my guess is that we will end up there when the EU bodies formally take action against the Italy Government.

I've heard that Event Travel is refunding VIP tickets purchased through them (but may be keeping the service fee, I've heard both yes and no). Seems if they can refund the ticket price, Ticketone should be able to as well. I'm not believing all the blame on the promoter, I believe Ticketone is greedy as well.
On the other hand, Ticketmaster has refunded to my credit card the amount I paid for the Barcelona ticket, and I didn't have to do anything. Kudos to them.

The Italian government has until May 28 to intervene and take appropriate measures on the issue of vouchers or refunds.
Tomorrow is the deadline. Does it look like they're going to do something about it?
Does the government have the option of remaining silent and doing nothing or are they forced to saying something?

Dear Mr. McCartney,
I am sorry to bother you with an issue about which, I am sure, you are already very informed. However, and unfortunately, regarding the reimbursements of the two concerts of yours which were canceled in Italy, very unpleasant things have been happening in the last few days.
First, Mimmo D'Alessandro, in a public interview, accused those who asked for refund to be social haters. Then, he added that the canceled concert tickets were meant for wealthy people, that is, for people who actually do not need refunds. You may read the interview here: https://www.ilfattoquotidiano.it/2020/05/24/paul-mccartney-polemiche-dei-fan-per-i-voucher-rivogliamo-i-soldi-risponde-lorganizzatore-dalessandro-impensabile/5811964/.
You will understand, Mr. McCartney, that in addition to the damage, for those people who dreamt to hear you playing and singing, insult and derision are being added, and I believe you agree with me that your fans, Mr. McCartney, who have loved you deeply for decades, do not deserve all this. There are young, high school kids who put money aside to buy the tickets; and there are families of four, five people who are in fact at risk of losing over a thousand euros. If the concerts have been canceled, then D'Alessandro and Galli have no expenses to pay for those two events. Why then do they not refund tickets? Does it seem to you that this is a deeply unfair act?
I understand that, in your position, Mr. McCartney, it is not easy to choose which side to be on. However, if I can, I would ask you for a quick stance on this very sad story. And I would ask you, in case, not to forget what you represent, as a man and an artist, for millions of people in the world, of different generations.
I am one of them. I am a non-professional musician, actually a University professor, and I have been following you for over forty years. You and John have taught me beautiful things since my teenage years. I was supposed to go to your concert in Naples. I had - and still have - a ticket for the "Settore Tribuna Numerata". I would like to send you a photo of the ticket, but it seems not allowed in this message board.
Please let us know that you are on our side, and be it as an act of justice and affection.
Thanks for your time, and your reading.
I greet you with deep affection and esteem.

I don't know anything, but we're hoping that the government changes his mind. If it does not, the European Commission will initiate the infringement procedure.
Many Italian groups on FB are asking for a refund
https://www.facebook.com/groups/246219323354682/
https://www.facebook.com/groups/maccaitalia/
and many owners of the tickets wrote to many member of the congress, to consumer associations, to the newspapers to make their voices heard. So let's wait tomorrow to see if the government has listened to us. Of course we all hope that the decree will change.
By the way, how are you? Hopin to see you again somewhere for a Paul's gig

Hi! I wanted to travel to Napoli just because of Paul's concert. I don't want to see somebody else, I want to get my money back, I really don't need the voucher. What can I do outside the petition signing?

An article on the "Corriere del mezzogiorno", an italian newspaper, about thr voucher

I hope the government will take action and they will be forced to give us real refunds. The local promoter came across in that interview as someone unwilling to negotiate: he wants to keep all the money and even complained about those who don't want vouchers. Not fair at all.

I agree that it is not fair at all.
D’Alessandro stated in an interview:
“Paul McCartney tickets cost from 80 to 230 euros and whoever bought them could afford them, in short, we are talking about a specific target. Against us this social hatred has broken out that I don't understand, there are people who want to make you feel guilty for something you haven't done. There are those who accused me of being a fraudster, as if I had invented the virus. I would feel guilty if I made the wrong organizational choices, but I don't feel guilty if I am - as I am - a victim.”
Social hatred??? A victim??? He had the choice between refund and voucher!!!
Today no news on the newspapers about the revoke the issue of the voucher, but the Italian antitrust authority has stated that it will intervene to ensure the correct application of the provisions of Community source by disapplying the national legislation contrasting them
