I doubt Paul is planning a farewell to Italy. I believe the Italian promoter said that as a marketing strategy to improve ticket sales, as he also mentioned that 9,000 tickets (out of 22,000+) for the concert in Napoli have been sold so far. Not a surprise, as prices are quite high and the extra fees make them even higher.
At the same time, it's a reasonable prediction: it's been 7 years since his last Italian concert and he'll be 78 years old by the time the upcoming European tour is over, so these may end up being his final concerts in a few those places.
I don’t think Paul is ever going to officially announce a farewell tour, so I am guessing he is probably not happy about the promoter saying this.

Do you guys think more dates are coming or that's all for 2020? He annouced all the shows for 2019 in 2018, maybe he will repeat the pattern, what do you think? And he seems to have slowed down a little bit.

God I hope not. I'm still really holding out for at least a handful of dates in the US, because chances are good if he does another set of shows here he'll make it around to my neck of the woods this time. He's due here.

He's played the US pretty much every year since 2002, and the UK and Europe get much less than those (he's only toured the UK 5 times since 2002, for example, not including one-off shows), so hopefully he'll skip the US next year and give other countries a visit instead.
As for slowing down, he is 77 so it's no surprise that he no longer does huge tours but selected dates instead.

When is the last time he has done Eastern Europe such as Hungary, Romania, Bulgaria? Has he ever? The Baltics? I know he did play Poland and Czech Republic recently but otherwise...?

He played in Budapest, Hungary only once in 2003. I was hoping that he would play this time again. He has never played in Bulgaria, Romania or in the Baltics.

He did completely skip the US in 2018, doing only short tours of Japan, Canada, and Europe/UK.

He did completely skip the US in 2018, doing only short tours of Japan, Canada, and Europe/UK.
I did say "pretty much" not "every single" year.

We even have a brand new big stadium called "Puskás Arena", which was opened in November, so it would have been cool if Paul had tried it....even though I can't stand stadium shows as the stage is very far from the first row. So the best would have been if he came back to our nice little sportsarena, which he was one of the very first artist to try out as it had just been opened a couple of months before he played there.

It's always hard to say, but Bob did say not to wait for him to maybe announce a date near where you live. So dates are probably going to be scarce.
