I read an interview with Daevid Allen of Gong and he talked about being involved in some kind of loop project with Paul McCartney in the 60s that never really finished up. Allen died earlier this year but I wonder if anybody ever heard any of this? If tapes or recordings exist? Anyways, here is the interview: http://www.richieunterberger.com/allen.html

Eight songs have supposedly been recorded for the new album, although these might be reference tracks (full demos) to be re-recorded at a later date. Either way, the album is supposed to be in its early stages so I suspect it won't be released until autumn 2016 at the earliest.

For about the past 25 years, Paul has been going at a very steady pace, almost like clockwork: an album of new pop/rock material about once every four years (on average). He seems to feel that's enough so that there's enough anticipation built up for something new. He's very methodical. Meanwhile, anything else he does is just "gravy," I think. I'm happy to see him experiment, and I think Mr. Spock is right: we shouldn't expect a full-blown pop/rock album till 2017. Also, consider how lukewarm some people here were about the "New" album and the Collector's Edition bonus tracks. If he put out albums more frequently, there would just be more "substandard" material to criticize, from that standpoint. But not ME, mind you, I enjoy most of what he does... but I appear to be in the minority....
Don't forget that ten years ago we were just a few months out from Chaos and Creation coming out that was followed in quick order by Memory Almost Full (2007) and then the Fireman Electric Arguments in 2008. It felt almost like the 70s again. Something tells me the Fireman is listening for the alarm to sound and will respond quickly, as in next year (can always hope) with a new shiny album.

I don't mind productivity. To each his own... You have artists who spend ten years making an album, Scott Walker... others, like Franz Zappa... an album is more like a document of where you are on the road of constantly jamming with your band. It's not for everyone to spend three years in the studio to make a Sgt. Pepper Production. But things can lead to overkill... I remember Prince in the 90s, when he operated as The Artist Formerly Known as Prince. He released the triple album "Emancipation" and like three minutes later you had the "Crystal Ball" four disc set. And then... It was impossible to get on top of it.

He's probably lost his recording voice. At a certain age, things just don't work anymore. I don't see another regular pop/rock album again.
With some rest and tea after touring he should be back in studio quality voice. Touring is rough on the vocal chords. Like Paul mentions in the NEW doc, you don't have to respect his voice when making a record, you can do whatever you want to it. It will be interesting to see what different things he can come up with.

Part of me wonders if maybe he's created another Fireman-like pseudonym and has already put out a new album, but we just haven't discovered it yet.

He should release an album under his old pseudonym Paul Ramon!

He could cobble together tracks from various sessions (like Flaming Pie or New) and bingo, there's a new album. Planning a new album doesn't necessarily mean he's going in with 20 tracks to record specifically for this purpose. Of course he works that way too.
